If you are not admitted to practice in the Eastern District of Texas (EDTX), you may request to represent a party or parties in a proceeding EDTX by following the instructions found here: Application to Appear Pro Hac Vice (PHV). BEFORE YOU MAY FILE YOUR PHV APPLICATION IN ECF, you must email it to the court for consideration.
Once your PHV application has been approved, you may electronically file (e-file) the “Approved” version (the clerk will email your application back to you with “Approved” stamped on the first page):
- If you do not already have an EDTX ECF account - Submit your ECF Registration request immediately after the clerk returns the “Approved” application to you (but not before as premature ECF registration requests are rejected since an attorney appears ineligible until the court has approved the PHV application). At the appropriate time, please see our NextGen Information page for instructions on registering for ECF.
- Once you have an EDTX ECF account - Immediately docket the “Approved” PHV application using the Notice of Attorney Appearance - Pro Hac Vice event found under CIVIL -> Other Filings -> Notices, which will also allow you to pay the $100 fee online.
